Republicans are pushing back on this resolution citing the lack of a vote on an actual impeachment proceeding. What is proposed are rules governing the investigations and process but the actual vote to establish an impeachment inquiry was never held. Votes were held however when Nixon, Johnson, and Clinton had impeachment hearings, Democrats have offered no real rebuttal to this claim from Republicans.
