The President's budget proposes to spend $200 Billion in grants to spur state and local government into action on upgrading America's infrastructure. This would be a multi-year project that would involve federal financing of state and local projects, in conjunction with private sector financing. A large portion of the money will be targeted toward rural infrastructure, to optimize growth in areas where states wouldn't traditionally invest.
