Russia is playing a dangerous game of overtly threatening the United States and her allies with nuclear weapons. Like North Korea, the overt threat is meant to mitigate the American response to expansionist policies, like Russia's invasion of Georgia in 2008, or of Ukraine in 2014. To the extent that this capability is unmatched by the United States, you can thank Barack Obama and Hillary Clinton.
According to Fox News, "The Pentagon’s new nuclear posture review calls for the development of two new “low-yield” tactical nukes to match the Russian threat. Nuclear-tipped cruise missiles were removed from U.S. Navy warships during President George H.W. Bush’s administration and fully scrapped under President Obama, according to defense officials. Congress had urged the Obama administration to take the cruise missile threat from Russia seriously, aides told Fox News on Thursday."
Putin told an assembly of Russian lawmakers, "I want to tell all those who have fueled the arms race over the last 15 years, sought to win unilateral advantages over Russia, introduced unlawful sanctions. All [of] you wanted to impede with your policies have already happened... You have failed to contain Russia." The pointed threat is directed at President Trump, who's hardly a friend of Putin, no matter what the media would tell you.
