Biden claimed that General Motors was once again the largest company in the world, this was back in 2012 and he made this statement as a way to push the idea the Obama administration was a massive success. This was not the case, at the time GM was not one of the largest companies in the world and was certainly not the biggest company in the world. The company was doing better than normal at the time due to a joint venture with China and the fact that Toyota was down due to a recent natural disaster in Japan.
