Philadelphia’s mayor Jim Kenney was spotted without a mask dining indoors in August despite the fact indoor dining was prohibited until Sept. 8. Kenney claimed that the restaurant is owned by a friend of his and he simply stopped in while on his way back to Philadelphia.
