Though some votes remain uncounted, Republican incumbent Mike Garcia has claimed victory over Democrat challenger Christy Smith. The district north of Los Angeles is a battleground district won over by Democrats two years ago. In a statement, Rep. Garcia said, “victory is clear” and congratulated Smith on a hard-fought campaign, yet the Associated Press has not declared a winner.
