Horace Cooper

Horace Cooper, co-chairman of Project 21, also signed the letter to Rep. Neal. Project 21 is an initiative from The National Center for Public Policy Research which promotes the views of African-Americans. The initiative seeks to give a voice to African-Americans whose dedication to family, entrepreneurship, and individual responsibility traditionally haven’t been echoed by the nation’s civil rights establishment.
