Nebraska 

Nebraska was given a ranking of 45/100 by the Heritage Foundation. This low score can be largely attributed to the state’s inability to move on voter ID laws and its failure to stop ballot harvesting schemes. As for redeeming qualities for the state, there are few. The state has a solid set of policies in regards to its election observers and Nebraska does restrict same-day registration.
