The States that were hit the hardest by the Coronavirus were prioritized for testing as it was likely they had already spread it to others in their area, that said it was still important to get the tests to other states. Biden called for nationwide testing on March 27th, a full 12 days after Trump had already confirmed its availability in all 50 states.
