Chloroquine was used to treat Malaria in 1944, it is not anything new nor is it really all that special. Viruses bind themselves to the cells of those infected with them and when the SARS epidemic happened Chloroquine was successfully used to stop this process. It is possible it can be used to stop the process in COVID-19 as well.
