ISIS was pushed back to the edge once Trump got into office and began a new offensive against them but the reality is that ISIS can never be fully defeated. ISIS is a loosely connected group of terror cells that feeds off of propaganda in the region, they can never fully be defeated only crippled beyond repair. There will always be another radicalized individual ready to do awful things, there is no way to fix this.
Well, at least not militarily.
Trump has done his part in defeating the organization but the symbology and radicalism already existed before ISIS and it will continue in the region.
