In 2018, Joe Biden talked about how much he would like to hurt North Dakota Republican Senator Kevin Cramer who at the time was challenging Democrat incumbent Heidi Heitkamp.
“I’d like to give him a high threshold of pain,” Biden said. “I’m serious. I’m really serious.”
