According to Fraser Institute’s annual Economic Freedom in North America index, West Virginia came in second place as one of the least “free” states in the country. The annual report analyzes data based on the state’s taxes, government spending, and labor market freedom. The Fraser Institute gave West Virginia a score of 4.50 out of 10.
