Retiring Alabama Senator Richard Shelby is another of the four co-sponsors of the letter to the GOA. In the letter, Republican senators accused Biden of violating the federal law by freezing the funds. The letter says, “They are also a blatant violation of federal law and infringe on Congress’ constitutional power of the purse.”
