Executive Order 13893

Iowa Rep. Ashley Hinson is working to make Trump’s deregulatory Executive Order 13893- Increasing Government Accountability for Administrative Actions by Reinvigorating Administrative PAYGO. According to the legislation written by Rep. Hinson, the order “reinstitutes stringent application of the Office of Management and Budget (OMB) requirement for budget-neutrality on all administrative actions affecting mandatory spending.” This is known as “Administrative PAYGO” and is separate from the budget requirement Congress sets for itself. The order required departments and agencies to include a proposal on how to reduce mandatory spending alongside every proposal to increase mandatory spending.
