Republican Thomas Massie (Ky.) voted against banning Russian oil. Thomas Massie said in a statement prior to the vote that he was going to vote no because Biden does not have an energy plan in place and might have to buy oil from other dictatorships. “Biden has no plan to enable development of traditional domestic energy sources,” the statement read.
