This rule will greatly reduce the number of accepted asylum claims at the southern border. Most will be rejected for not having this prerequisite, of course, this will not stop the problem entirely as the countries they apply to will reject false claims.
Many migrants will still likely take their chances crossing the border illegally and hoping they do not get caught.
