After the Articles of Impeachment have made it out of committee they are voted on by the house. The Articles only require a majority to pass. 

While the Democrats currently hold the House this does not mean that the Articles of Impeachment would pass. Many political analysts see a vote on impeachment as a sure way to lose a swing district. There may be holdouts who don’t want to lose their seats.
