Burlington, Vermont 

The relatively small city of Burlington, Vermont defunded the police and soon refunded the police. Worse yet there was no political victory for Burlington after this, after refunding the police they were relentlessly attacked by the media unlike other, much bigger cities, that had the same second thoughts. 

The cuts in Burlington resulted in many cops leaving for more pay and larger workloads for those who stayed. This resulted in the residents of the city pushing for the police to get refunded, their effort proved successful and the police department was ultimately done right.
