Some are calling President Trump’s move to inform the Russian government about the raid and not Congress Russian collusion. Some are claiming that his decision to do so shows a greater allegiance to the Russians than his own Congress. That said it is typical for governments to alert each other to major raids and battles like this as to keep confusion to a minimum. 

The alert to the Russians was also done to keep Russian forces from firing on our troops as they conducted the raid. ISIS is a common enemy of Russia and the United States.
