The Center for Effective Lawmaking ranked Sen. Mazie Hirono one of the least effective lawmakers in the upper chamber of Congress. The Hawaii Democrat was ranked 44 out of 45 Democrats in the Senate. In the 116th Congress, Sen. Hirono introduced 41 substantive bills and not a single one became law.
