Anything that would justify the raid
The President of the United States has remarkable power to declassify information. Barack Obama took classified information out of the White House when he left. Ultimately, there is plenty of precedent for the President to take classified information out of the White House and even plenty of precedent for the National Archives to ask for documents. There is no precedent for anything like this.
